Presentation given at the California Air Resources Board’s second CVRP Workgroup meeting for 2019–20 Funding Plan development (March 22, 2019). The presentation includes estimates of rebate funding demand and the impacts of various program-design scenarios. It also assess the market’s trajectory relative to state goals and describes projection methods, data, and sensitivities.

Presentation given at the 22nd Annual Energy, Utility & Environment Conference in San Diego, CA (February 27, 2019) that shared data on the charging behavior of recent EV rebate recipients in CA, and the importance of charging in the EV purchase process, with a special focus on the recipients of increased rebates.

Presentation: “CVRP Update, Electric Vehicle Adoption, and Select Analytical Highlights”

Presentation given at the San Diego Association of Governments’ Energy Working Group in San Diego, CA (January 24, 2019) that provided recent CVRP updates, including details about: Rebate Now; the current amount of funding available; and rebates for Public Fleets. The current market in California and San Diego was characterized, including: EVs sold and rebated; consumers rebated; and vehicle replacement.

Presentation given at the California Air Resources Board’s Public Workshop on the Update to the Three-Year Plan for Light-Duty Vehicle and Transportation Equity Investments (December 4, 2018). It estimates the rebate funding needed for the next three years and for California to reach five million electric vehicles. It also assesses the market’s trajectory relative to state goals and describes projection methods, data, and sensitivities.

Presentation: “CVRP: Data and Analysis Update”

Presentation given at the California Air Resources Board’s Public Workshop on the Update to the Three-Year Plan for the Clean Vehicle Rebate Project and Light-Duty Vehicle Incentives (December 4, 2018). It characterizes program participation to date by summarizing and analyzing vehicle and consumer-survey data. It also includes an EV market update, equity metrics, vehicle replacement data, findings related to rebate influence, and other measures related to program impact and increasing effectiveness.

Presentation: Cost-Effectively Targeting EV Outreach and Incentives to “Rebate-Essential” Consumers

Presentation given at the 31st International Electric Vehicle Symposium (EVS31) that characterizes consumers most influenced by supportive resources (e.g., incentives and outreach) to buy/lease an EV. It informs the targeting of resources at consumers who otherwise would not adopt.

Presentation: "Electric Vehicle Rebates: Exploring Indicators of Impact in Four States"

This presentation was delivered as part of a “Lighting Talk” at the EV Roadmap 11 Conference in Portland, Oregon. An exploration of the impact of four statewide rebate programs for clean-vehicle adoption: Clean Vehicle Rebate Project (CVRP); Massachusetts Offers Rebates for Electric Vehicles (MOR-EV); Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR); and Drive Clean by New York State Energy Research and Development Authority (NYSERDA). Outcomes include the profiles of rebate consumers, how the rebates influenced consumer behavior, and what the impacts are on the market of electric vehicles.

Update: "California’s Electric Vehicle Rebates: Exploring Impact"

A preliminary exploration of the impact of the Clean Vehicle Rebate Project (CVRP), a statewide rebate program for clean-vehicle adoption. Outcomes include the rate at which rebated vehicles are replacing household vehicles, and the importance of the CVRP in making it possible for participants to acquire an electric vehicle.

Supporting EV Commercialization with Rebates: Statewide Programs, Vehicle & Consumer Data, and Select Findings

This presentation was prepared for a webinar, hosted by the Yale University Center for Business and the Environment. It examines the design and implementation of programs administered by the Center for Sustainable Energy that support markets for electric passenger cars with cash rebates. In so doing, the webinar provides up-to-date information on markets for electric cars, supportive policies, and sources of data that empower stakeholders to support the transition to sustainable energy.
