Distributed Generation Planning: A Case Study Comparison of California and New York Proceedings This paper provides technical, market and policy context for distributed generation planning and compares the California and New York approaches. We find that while California’s Distribution Resources Plan (DRP) Proceeding has a comprehensive focus on technical grid impacts, New York’s Reforming the Energy Vision (REV) Proceeding takes a more policy-driven approach to setting new market rules and operational practices. Together, these proceedings illustrate two pathways regulators can take to respond to and plan for increasing DER deployment. May 2017

Drive EverGreen Electric Vehicle Incentive Pilot Program: Evaluation Report Sonoma Clean Power, a community choice electricity provider in Northern California, contracted with the Center for Sustainable Energy to administer a pilot incentive program to support electric vehicle adoption in Sonoma County. The innovative pilot program combined elements of “group buy” and voucher programs to provide a point-of-sale incentive offered through participating dealerships. This evaluation report summarizes the incentive program, evaluation activities including a participant survey and interviews with participating dealers and OEMs, and recommendations to inform future programs. California's Clean Vehicle Rebate Project (CVRP) offers rebates for consumers who purchase eligible plug-in and fuel-cell electric vehicles. With evidence from a voluntary survey offered to all individual CVRP participants, this analysis used logistic regression to examine the relationship between consumer factors and the influence of CVRP on consumers’ acquisition decisions. Factors considered for inclusion encompassed transaction, household, and demographic characteristics, motivations for adopting plug-in hybrid electric vehicles, and measures of experience with plug-in electric vehicles. This initial analysis examined a set of consumers who adopted plug-in hybrid electric vehicles between fall 2012 and spring 2015. March 2017
