California has set goals to make all new residential construction ZNE by 2020 and all new and 50% of existing commercial buildings ZNE by 2030. While the state drives progress toward these goals through its building codes, local jurisdictions are also playing a vital role in moving the market toward ZNE buildings. At this webinar, speakers from the City of Lancaster, County of Santa Barbara and City of Chula Vista shared their experiences implementing ZNE-related policies as well as stakeholder reactions, economic impacts and lessons learned.

  • Barbara Boswell, Director,  Lancaster Choice Energy discussed Lancaster’s groundbreaking goal to become a ZNE community, its experience developing a Community Choice Aggregation (CCA) and other related policies. See case study.
  • Roy Hapeman, Energy Manager, County of Santa Barbara discussed the jurisdiction’s experience implementing a ZNE resolution for new and existing county facilities. See case study.
  • Janice Kluth, Senior Project Coordinator, Development Services Department, City of Chula Vista described Chula Vista’s stakeholder education and outreach efforts on energy codes and sustainable construction. See case study.
  • Hanna Grene, Energy Efficiency and Building Performance Policy Manager, CSE provided an overview of California’s ZNE goals and moderate the session.

This webinar is based on the ZNE Roadmap for Local Governments, which provides a collection of best practices, current efforts and policy recommendations that local jurisdictions can implement to support and drive the market for ZNE buildings. The roadmap and webinar were produced by CSE and funded by the San Diego Regional Energy Partnership, which includes City of San Diego, County of San Diego, City of Chula Vista, San Diego Association of Governments, Port of San Diego and San Diego Gas & Electric, .
